The water user associations (WUA's) play a great contribution in the water conservation in the areas where has arleady formed, one of the research paper of Ezekiel, 2014 show that in Moshi municipal the water user association play key role in the Shrimatunda and Rau wards in the conflict management, community involvement in decision making, payment of ecosystem management and ensure there is environmental flow in the river Rau and karanga. The strong reason why these WUA's success in water management is because members are coming from the community who surrounding certain water source, this make way for them to participate in the conserving of these sources.
